66-1241. Same; bonds to finance transmissionfacilities.The Kansas development finance authority is authorized toassist owners oroperatorsof electric transmission lines and appurtenances in marketing bonds to financethe constructionand upgrade of such lines and appurtenances if:
(a) The majority of the costs of theconstruction andupgrade is for construction and upgrade of lines and appurtenances located orto be located inthis state; and
(b) the commission certifies that the portions of the linesand appurtenances located outside this state will improve the reliability andsecurity of the state'selectric transmission system or will contribute to the long-term economic wellbeing of the state.
