      66-1246.   Research and development expenditures,investments; inclusion in rates, when.The state corporation commission shall allow an electricpublic utility, as defined in K.S.A. 66-101a, and amendments thereto, toinclude in rates the utility's prudent expenditures for research anddevelopment by the utility or for investment in research and development byresearch centers determined by the commission to be nationally recognized,provided such research and development expenditures or investments are intendedto enhance reliability or efficiency of electric utility service.
