      66-1323.   Resolution of conflicts concerning disposition of powers, dutiesand functions by governor.When any conflict arises as to the disposition of any power, function orduty or the unexpended balance of any appropriation as a result of any abolishment,transfer, attachment or other change made by this act, or under authorityof this act, such conflict shall be resolved by the governor, and the decisionof the governor shall be final.
