      68-170.   Construction and improvement of roads and bridges on stateowned lands; definitions.As used in this act, the term "state agency" means any state office orofficer, department, board, commission, institution, or any agency or unitwithin any office, department or board, authorized to provide for theconstruction, improvement, reconstruction or maintenance of roads, streetsor bridges on lands owned by the state or an agency thereof.
