      68-1610.   Interstate bridge across Missouri river on U.S. 36 nearElwood, Kansas; negotiation and cooperation with state of Missouri.The secretary of transportation is hereby authorized and directed toforthwith negotiate and cooperate with the appropriate agency of the stateof Missouri in the construction of a new toll free bridge across theMissouri river on U.S. highway 36, in the vicinity of the city of Elwood,Kansas. Said bridge shall be of such design and construction as isnecessary to accommodate both present and projected future needs fortraffic at such point upon such highway.
