68-2019. Powers conferred additional and supplemental to other laws,exception.The foregoing sections of this act shall be deemed to provide anadditional and alternative method for the doing of the things authorizedthereby, and shall be regarded as supplemental and additional to powersconferred by other laws: Provided, however, That the issuance ofturnpike revenue bonds or turnpike revenue refunding bonds under theprovisions of this act need not comply with the requirements of any otherlaw applicable to the issuance of bonds. Except as otherwise expresslyprovided in this section, none of the powers granted to the authority underthe provisions of this act shall be subject to the supervision orregulation or require the approval or consent of any municipality orpolitical subdivision or any commission, board, bureau, official or agencythereof or of the state.
