      68-2091.   Effect of act on secretary of transportation's dutiesunder 68-2301.Nothing in this act shall be construed as abrogating, limiting orotherwise affecting any obligations or duties imposed upon the secretaryof transportation pursuant to K.S.A. 68-2301, and anyamendments thereto, for the construction of modern express highways andfreeways within an area in which a highway project is to be constructedunder this act prior to the time that construction of such project iscommenced.
