Chapter 68.--ROADS AND BRIDGES

Article 20.--TOLL ROADS OR TURNPIKES

      68-2095.   Kansas turnpike authority; powers.The authority is hereby authorized and empowered to: (a) Determine thelocations, subject to the approval of the secretary of transportation, ofhighway projects authorized by this act, determine their design and thematerials of construction, and construct, maintain, repair and operate thesame;

      (b)   issue highway revenue bonds of the authority to pay the cost of anyproject, payable solely from the tolls and revenues derived therefrom andany payments to the authority from the state highway fund or state freewayfund provided to be made pursuant to the provisions of this act and the actof which this section is amendatory and which are pledged for theirpayment, and to refund its bonds, all as provided in this act;

      (c)   fix, and revise from time to time and charge and collect tolls fortransit over any highway project;

      (d)   establish rules and regulations for the use of any highway projectand for the conduct of its business;

      (e)   acquire, hold and dispose of real and personal property in theexercise of its power and the performance of its duties under this act;

      (f)   designate the locations, and establish, limit and control suchpoints of ingress to and egress from any highway project as may benecessary or desirable in the judgment of the authority to insure theproper operation and maintenance of such project, and to prohibit entranceto such project from any point or points not so designated;

      (g)   make and enter into all contracts and agreements necessary orincidental to the performance of its duties and the execution of its powersunder this act;

      (h)   employ consulting engineers, attorneys, accountants, constructionand financial experts, superintendents, managers, and such other employeesand agents as may be necessary in its judgment, and to fix theircompensation: Provided, That no member of the 1973 legislature shallserve in any such capacity for a period of two (2) years after theexpiration of such member's term in office;

      (i)   receive and accept from any federal agency grants for or in aid ofthe construction of any highway project, and receive and accept aid orcontributions from any source of either money, property, labor or otherthings of value, to be held, used and applied only for the purposes forwhich such grants and contributions may be made; and

      (j)   do all acts and things necessary or convenient to carry out thepowers expressly granted in this act.
