      68-20,114.   Effect of act on secretary of transportation's dutiesunder 68-2301.Nothing in this act shall be construed as abrogating, limiting orotherwise affecting any obligation or duties imposed upon the secretaryof transportation pursuant to K.S.A. 68-2301, for theconstruction of modern express highways and freeways within an area inwhich a highway project is to be constructed under this act prior to thetime that construction of such project is commenced.
