      68-2323.   Use of proceeds from bonds.The secretary is hereby authorized and empowered to usethe proceeds of any bonds herein authorized, together with any otheravailable funds, for paying the costs relating to construction,reconstruction, maintenance and improvement of highways in this stateand expenses incidental thereto and for paying expenses of authorizing and issuingthe bonds, for paying the interest on the bonds until revenues therefor areavailable in sufficient amounts, for purchasing bond insurance and othercredit enhancements on the bonds, and for funding such reserves as thesecretary deems necessary and desirable.
