Chapter 68.--ROADS AND BRIDGES PART III.--MISCELLANEOUS Article 23.--EXPRESS HIGHWAYS AND FREEWAYS

      68-2329.   Liberal construction of 68-2319 through 68-2328.K.S.A. 68-2319 through 68-2328 shall be liberallyconstrued. Nothing contained herein shall be construed as a restriction orlimitation upon any powers which the secretary might otherwise have underany other law of this state, and the provisions of the foregoing arecumulative to such powers. The foregoing provisions shall be construed toprovide a complete, additional and alternative method for the doing of thethings authorized and shall be regarded as supplemental and additional topowers conferred by any other laws. The issuance of bonds under theprovisions hereof and the investment of proceeds therefrom need not complywith the requirements of any other state laws applicable to the issuance ofbonds, notes and other obligations.
