      71-1303.   Same; state board approval of agreements.Agreements to consolidate under authority of article 13 of chapter 71 ofKansas Statutes Annotated shall providethat such agreement shall be of no force or effect unless first approvedby the state board and is thereafter approved at a special electioncalled for the purpose in the territory which will comprise theconsolidated community college district.
