      71-615.   Exceeding budget; penalty.If a community college expends in any fiscal year anamount foroperating expenses which exceedsits legally adopted budget of operating expenses,the state board of regents shall determine the excessand deduct thesame from amounts payable to the community college during the nextfiscal year.
