72-11a02. Legislative declaration; purpose and intention of act.(a) The legislature hereby declares that secondary schoolpupils should be challenged continuously in order to maintain theirinterests in the pursuit of education and skills critical to success in themodern world. Therefore, it is the purpose and intention of the Kansaschallenge to secondary school pupils act toprovide a means whereby school districts in cooperation withinstitutions of postsecondary education may provide new and excitingchallenges to secondary school pupils by encouraging them to take fulladvantage of thewealth of postsecondary education opportunities available in this state.
(b) The provisions of this section shall take effect and be in force fromand after July 1, 1993.
