      72-4522.   Determination of entitlements; learning needs survey.In each fiscal year, to the extent that appropriations are availabletherefor, each board shall be entitled to receive from state funds, anamount to be determined by the state board on the basis of prioritiesestablished through the learning needs survey conducted in accordance withthe state plan.
