Chapter 72.--SCHOOLS Article 54.--TEACHERS' CONTRACTS

      72-5432.   Secretary of labor; rules and regulations;subpoena power.(a) The secretary of labor may adopt such rulesand regulations as are necessary to implement and administer the provisionsof K.S.A. 72-5413 through 72-5431, and amendmentsthereto, which placespecific duties and responsibilities uponthe secretary.

      (b)   Any rules and regulations adopted by the secretary of laborprior to the effective date of this act to implement and administer theprovisions of K.S.A. 72-5413 through 72-5431, andamendments thereto,shall remain in full force and effect until amended, modified, suspended,revoked or nullified pursuant to law.

      (c)   The secretary of labor has the power toissue subpoenasrequiring theattendance of any witnesses and the production of anyrecords, books, papers and documents that the secretary considers necessaryto implement and administer the provisions of K.S.A. 72-5413 through72-5431, and amendments thereto, which placespecific duties andresponsibilities upon the secretary. In the event of refusal to obey asubpoena on the part of any person or persons, the secretary shall have theauthority to bring an action to enforce the subpoena in a court ofcompetent jurisdiction.
