Contractual rights; limitation on creation; not impaired.Nothing in this act shall be construed to create any right, or toauthorize the creation of any right, which is not subject to amendment ornullification by act of the legislature. Nothing in this act and noamendment or repeal of this act or any part thereof shall be construed toconstitute an impairment of any existing contractual right.
