Contractual rights; limitation on creation; not impaired.Nothing in this act shall be construed to create any right, orto authorize the creation of any right, which is not subject to amendmentor nullification by act of the legislature. Nothing in this act and noamendment or repeal of this act or any part of this act shall be construedto constitute an impairment of any existing contractual right.
