      72-64c03.   Appropriations for general andsupplemental general state aid; priority in legislative budgetingprocess.The appropriation of moneys necessary to pay general stateaid andsupplementalgeneral stateaid under the school district finance and quality performance act and state aidfor the provision of special education and related services under the specialeducation for exceptional children act shall begiven first priority in the legislative budgeting process and shall be paidfirst from existing state revenues.
