Article 97.--HONORS PROGRAMS, SCHOLARSHIPS AND ACADEMICS

      72-9702.   Definitions.As used in this act:

      (a)   "Kansas honors scholarship" means an award under this act by this state toa Kansas honor student who has established financial need.

      (b)   "Kansas honor student" means a person who is a resident of Kansas,has not been graduated from high school, is intellectually talented, hasdemonstrated outstanding scholastic ability and achievement, and isenrolled or has been accepted for enrollment in an honors or gifted program.

      (c)   "Honors or gifted program" means an educational program designed and operated byan institution of postsecondary education for the purpose of providing Kansas honorstudents with intellectually stimulating and challenging courses ofinstruction for college credit and thereby to achieve the purpose andintention of this act.

      (d)   "Financial need" means the difference between the availablefinancial resources of a Kansas honor student and the total anticipatedexpenses of the honor student to enroll in and attend an honors or giftedprogram. Financial need shall be determined by the board of regents.

      (e)   "Institution of postsecondary education" means any state educationalinstitution, community college, municipal university or accreditedindependent institution.

      (f)   "State educational institution" has the meaning ascribed thereto inK.S.A. 76-711, and amendments thereto.

      (g)   "Community college" means any community college organized andoperating under the laws of this state.

      (h)   "Municipal university" means a municipal university establishedunder the provisions of article 13a of chapter 13 of Kansas Statutes Annotated.

      (i)   "Accredited independent institution" has the meaning ascribedthereto in K.S.A. 72-6107, and amendments thereto.

      (j)   "Board of regents" means the state board of regents.
