65.160 Special districts may be formed by two or more counties. (1) Upon approval of the fiscal courts of the counties involved, two (2) or more counties may join together to form a special district to fulfill any purpose which any
individual county is presently authorized to fulfill or may be authorized to fulfill in
the future. (2) The membership of the governing body of such multi-county special districts shall be apportioned among the counties in ratio to their population, with each county
having at least one (1) member. (3) Members of the governing body of multi-county special districts may be removed from office as provided by KRS 65.007. Effective: July 15, 1980
