83.440 Legislative branch -- Board of aldermen.
The legislative power of each city of the first class is vested in a legislative body of
twelve (12) members, known as the board of aldermen. Members of the board of
aldermen shall be elected by the voters of the city at large in such a way that one (1)
member shall be a resident of each ward of the city. Representation on the board of
aldermen shall be equal and uniform, and for this purpose the board of aldermen shall lay
off the city into twelve (12) wards, as nearly equal as practicable in population, as
ascertained by the most recent federal census.
