90.990 Penalties. Any person who shall knowingly, or wittingly, or intentionally, or through gross
negligence, violate any of the provisions of this chapter pertaining to cities of the first and
second classes, shall be guilty of a misdemeanor, and shall upon conviction thereof be
subject to a fine of not less than fifty dollars ($50) nor more than five hundred dollars
($500), provided, however, that the provisions of this section shall not apply to KRS
