cities within such county. In counties with cities of the first class or a consolidated local government and cities
within those counties, a permit to rebuild a commercial business on property contiguous
to a river, and a permit to rebuild single-family dwellings on properties contiguous to a
river, shall be issued if the construction plans meet the requirements of any local
floodplain ordinance. Effective: July 15, 2002
