§ 14-511. Construction of subtitle.
 

(a)  Liberal construction.- This subtitle shall be liberally construed to effectuate its intents and purposes. 

(b)  Supplemental to other laws.- Nothing in this subtitle may be construed to be in derogation of any powers or State laws in existence on July 1, 1975, but shall be regarded as supplemental and in addition to powers conferred by other laws.
