Section 12 Commonwealth not to act as pledge or surety
Section 12. Nothing in this chapter shall be construed to pledge the credit and assets of the commonwealth to the support of bonds issued pursuant to this chapter or to guarantee payment or stand as surety for the payment of bonds pursuant to this chapter.
