Sec. 3.
The board may elect 1 of its members, or may designate the dean of the school of osteopathy to preside at board meetings. The board shall elect from its membership a secretary and such other officers as it deems necessary. Officers shall serve terms of 1 year and until their successors shall have been elected and qualified. No officer shall have the power to incur obligations or to dispose of property or funds, except in pursuance of a vote of the advisory board and with concurrence of the board of control of the institution of higher education to which the school is assigned. The advisory board shall advise the board of control on all matters of pertinence to the school of osteopathic medicine.
