Laws to be omitted.

3.040. No law relating to the bonded indebtedness of thestate, no law of incorporation, no law for the appropriation ofmoney, no memorial or joint resolution, no law or part of law ofa private, local or temporary nature shall be published in therevised statutes or supplements or pocket parts thereto, but allsuch laws and provisions not expressly repealed shall continue inforce or expire, according to their respective provisions orlimitations.
