8.250. 1. "Project" for the purposes of this chapter means the laboror material necessary for the construction, renovation, or repair ofimprovements to real property so that the work, when complete, shall beready for service for its intended purpose and shall require no other workto be a completed system or component.

2. All contracts for projects, the cost of which exceeds twenty-fivethousand dollars, entered into by any city containing five hundred thousandinhabitants or more shall be let to the lowest, responsive, responsiblebidder or bidders after notice and publication of an advertisement for fivedays in a daily newspaper in the county where the work is located, or atleast twice over a period of ten days or more in a newspaper in the countywhere the work is located, and in two daily newspapers in the state whichdo not have less than fifty thousand daily circulation, and by such othermeans as are determined to be most likely to reach potential bidders.

3. All contracts for projects, the cost of which exceeds one hundredthousand dollars, entered into by an officer or agency of this state shallbe let to the lowest, responsive, responsible bidder or bidders based onpreestablished criteria after notice and publication of an advertisementfor five days in a daily newspaper in the county where the work is located,or at least twice over a period of ten days or more in a newspaper in thecounty where the work is located and in one daily newspaper in the statewhich does not have less than fifty thousand daily circulation and by suchother means as determined to be most likely to reach potential bidders.For all contracts for projects between twenty-five thousand dollars and onehundred thousand dollars, a minimum of three contractors shall be solicitedwith the award being made to the lowest responsive, responsible bidderbased on preestablished criteria.

4. The number of such public bids shall not be restricted orcurtailed, but shall be open to all persons complying with the terms uponwhich the bids are requested or solicited unless debarred for cause. Nocontract shall be awarded when the amount appropriated for same is notsufficient to complete the work ready for service.

5. Dividing a project into component labor or material allocationsfor the purpose of avoiding bidding or advertising provisions required bythis section is specifically prohibited.
