Powers of authority not restricted or limited--proceedings, noticeor approval not required, when.

8.515. Sections 8.500 to 8.565 shall not restrict or limit the powersthat the authority has under any other law of the state, but is cumulativeas to any such powers. A proceeding, notice, or approval is not requiredfor the creation of the authority or the issuance of bonds, debtobligations or any instrument as security, except as provided in sections8.500 to 8.565.
