Construction management services to be used when.

8.677. The appropriate officer, board or agency of a publicowner may elect to engage the construction management services ofa construction manager when planning, designing and constructinga building or structure or when improving, altering or repairinga building or structure. Construction management services may beused by the public owner in the preconstruction phase or theconstruction phase of public works project or in both phases ofthe project.
