Contract required, procedure to solicit proposals, advertisingrequired in county where work located, open bidding.

8.679. When, in the discretion of the public owner, it isdetermined that a public works project should be performed with anegotiated contract for construction management services, suchpublic owner shall advertise and solicit proposals from qualifiedconstruction managers in the following manner: If the total costfor the erection or construction of any building or structure orthe improvement, alteration or repair of a building or structureexceeds five hundred thousand dollars, the public owner shallrequest and solicit proposals by advertising for ten days in onenewspaper of general circulation in the county where the work islocated. If the cost of the work contemplated exceeds onemillion five hundred thousand dollars, proposals shall besolicited by advertisement for ten days in two daily newspapersin the state which have not less than fifty thousand dailycirculation in addition to the advertisement in the county wherethe work is located. The number of such proposals shall not berestricted or curtailed, but shall be open to all constructionmanagers complying with the terms upon which the proposals arerequested.
