Licenses or permits to be issued without charge.

8.735. The blind vendor of each vending facility shall besubject to the provisions of any ordinance or order of the cityor county in which the facility is located requiring a licenseor permit for the conduct of such business, but any such licenseor permit shall be issued free of charge to a blind personauthorized to operate a vending facility by the licensing agent.
