Hearings and review of decisions, procedure--appeals.

8.745. Any blind vendor who is dissatisfied with any actionarising from the operation or administration of the provisionsof sections 8.700 to 8.745 or with any decision of the licensingagent made pursuant to sections 8.700 to 8.745 shall seek reviewof the action or decision by the administrative hearingcommission and shall have standing before the courts of thisstate to seek review of the action or decision after havingsought review by the administrative hearing commission.
