Bond issues authorized for energy efficiency and energy retrofittingprojects in state buildings--priority assigned by office ofadministration.

8.833. The board of public buildings, in accordance withsection 8.400, or the state environmental improvement and energyresources authority, in accordance with sections 260.005 to260.125, RSMo, may authorize the sale of bonds and theexpenditure of the proceeds from that sale for energy efficiencyand energy retrofitting projects in state buildings asrecommended by the office of administration. The office ofadministration shall determine the scope, content and priority ofeach project. The office of administration shall assign apriority to each project based on a ranking of the payback periodand energy cost reduction.
