Energy efficiency rating system to be provided by rule--rating systemto be applied to all buildings before acquiring or leasing.

8.840. 1. The department shall establish, by rule, a statebuilding energy efficiency rating system by July 1, 1994.

2. Each building considered for acquisition or lease by thestate shall be rated by the department pursuant to the energyefficiency rating system provided in subsection 1 of thissection. The division or state agency that proposes to operatethe building shall consider and compare the energy efficiencyrating and economic efficiency of each building underconsideration before contracting for acquisition or lease.
