Bill of Rights Day established.

9.141. December fifteenth is hereby established as the "Bill ofRights Day" in Missouri to provide an opportunity for the people ofMissouri to reflect upon the meaning, importance and uniqueness of thisdocument. The people of the state, offices of government, and all civicorganizations in the state are requested to devote a part of the day to thebill of rights. The bill of rights should be read in public schools andthe day should be remembered with appropriate exercises. The bill ofrights should be read in all courtrooms that meet or convene and the billof rights shall be read in both chambers of the general assembly on thefirst legislative day after bill of rights day.
