Official manual.

11.010. The official manual, commonly known as the "BlueBook", compiled and published by the secretary of state is theofficial manual of this state, and it is unlawful for any officeror employee of this state, or any board, or department or anyofficer or employee thereof, to cause to be printed, at stateexpense, any duplication or rearrangement of any part of themanual. It is also unlawful for the secretary of state topublish, or permit to be published in the manual any duplication,or rearrangement of any part of any report, or other document,required to be printed at the expense of the state which has beensubmitted to and rejected by him as not suitable for publicationin the manual.
