State manual--determination of suitable material for.

11.040. Before any statistical or other general informationis published in any official publication at state expense, themanuscript therefor shall be submitted to the secretary of statefor his examination, and if he considers the same suitablematerial for publication in the official manual, he may prohibitthe publication thereof in any other publication, or publicdocument. If he considers the manuscript not suitable materialfor publication in the official manual, he shall stamp or endorsethereon, over his signature and the date of the endorsement "notsuitable material for publication in the official manual" andthereafter, if there is no other legal objection thereto, and ifthe manuscript is not a duplication of any part of the officialmanual or any other official report or document, authorized to beprinted at state expense, it may, if authorized by law, beprinted in any official report or document published by theofficer submitting same to the secretary of state for hisapproval or rejection.
