Contracts or leases of facilities by state agencies or stateinstitutions of higher education to be first approved by generalassembly.

21.527. No department of state government or stateinstitution of higher education supported in whole or in part byappropriations made by the general assembly shall contract forthe lease or use any facility financed in whole or in part byrevenue bonds issued by the health and educational facilitiesauthority of the state of Missouri, as authorized by theprovisions of chapter 360, RSMo, or no board of regents or boardof governors of any state college or university shall enter intoany agreement as authorized by the provisions of section 177.088,RSMo, the debt service of which is secured by a pledge of futureappropriations to be made by the general assembly, until theproject or facility and the total cost thereof, includingfurnishings and equipment, has been approved by the generalassembly, any other provision of law to the contrarynotwithstanding.
