Rights and duties not affected by sunsetting of programs.

23.298. Except as otherwise expressly provided, sunset of a programdoes not affect the rights and duties that matured, penalties incurred orimposed, civil or criminal liabilities that arose, or proceedings initiatedbefore the effective date of the sunset.
