Transition funds for secretary of state, when.

28.300. 1. In each year in which a secretary of state ofthis state is elected and when the secretary of state so electedis not the incumbent at the time of the election, funds andfacilities for the secretary of state-elect to be used by him inpreparing an orderly transition of administration shall beprovided.

2. The legislature shall appropriate to the commissioner ofadministration, funds to be used only for the purpose of thistransition and to be expended during the transition period but inno event shall the amount so appropriated exceed ten thousanddollars for any such transition and all funds not expended forthis purpose during the transition period shall revert to generalrevenue.
