Powers and duties.

33.030. The division of the budget shall:

(1) Assist the director of revenue in preparing estimatesand information concerning receipts and expenditures of all stateagencies as required by the governor and general assembly.

(2) Certify approval of the incurring of every obligationfor the payment of money and that the expenditure is within thepurpose of the appropriation and that there is in theappropriation an unencumbered balance sufficient to pay it. As aprerequisite to certification, the commissioner of administrationshall ascertain that the obligation to be incurred is within thework program and budget allotment.

(3) Preapprove all claims and accounts and certify them tothe state treasurer for payment. As a prerequisite to hispreapproval of claims and accounts, the commissioner ofadministration shall ascertain that the claims and accounts areregular and correct.

(4) Prepare and report to the governor or to the generalassembly or either house thereof when requested any financialdata or statistics which he or it requires, such as monthly orquarterly estimates of the state's income and cost figures on thecurrent operations of departments, institutions or agencies.
