No warrant to be drawn or paid unless money appropriated forpayment.

33.170. No claim or account shall be preapproved by thecommissioner of administration, nor shall any warrant be paid bythe state treasurer, unless the money has been previouslyappropriated by law; nor shall the whole amount drawn for orpaid, under any one head, ever exceed the amount appropriated bylaw for that purpose.
