Funds to be allocated for certain purposes.

33.720. The moneys in the fund are subject to allocation andexpenditure in the manner prescribed in sections 33.700 to 33.730and only to meet emergency and unanticipated requirementsnecessary to insure the proper functioning of state governmentand to render essential state services when the general assemblyis not in session and which were not foreseeable or predictableat the time of the preparation and adoption of the budget and thepassage of appropriation measures during the session of thegeneral assembly next preceding the occurrence of the emergencyand for which moneys, other than from this fund, are notavailable or are insufficient.
