Delay in case--failure to enforce regulation of proceedings--court-martial.

40.320. Any person subject to sections 40.005 to 40.490shall be punished as a court-martial may direct who:

(1) Is responsible for unnecessary delay in the dispositionof any case of a person accused of an offense under sections40.005 to 40.490; or

(2) Knowingly and intentionally fails to enforce or complywith any provision of sections 40.005 to 40.490 regulating theproceedings before, during, or after trial of an accused.
