Unimproved additions, how vacated.

71.230. If any person shall lay off an addition to any townor city which he does not improve, and shall be the legal ownerof all lots contained in such addition, such person, or any otherperson who shall become the legal owner thereof, shall have suchaddition or any part thereof vacated by applying to the countycommission of the proper county, after notice as provided insection 71.240 and proof of ownership of such lots, but such actof vacation shall have no force or effect until a certificatethereof be made out by the clerk of the said commission and filedfor record in the recorder's office of said county.
