Water usage, voluntary reports to division of geology and land survey,contents--city complying may charge fee on tax bill for improvements.

71.287. 1. Any city, town, or village in this state maymake an annual voluntary report to the division on the waterusage of the residents of such city, town, or village. Suchreport shall show:

(1) The name and location of the city, town, or village;

(2) The location, nature and type of the water sourcesupplying the city, town, or village;

(3) The amount in gallons of water used by residents of thecity, town, or village on a monthly and yearly basis, eitheractual usage or estimated usage;

(4) Anticipated water usage during the year next succeedingthe date of the report.

2. Any city, town, or village in this state which makesvoluntary reports as provided in this section may charge as a feeon any tax bill issued by it for improvements pursuant to section88.812 or 88.816, RSMo, a percentage of the tax bill which whenadded to the rate of interest permitted under section 88.812 or88.816, RSMo, will result in a figure which would be equal to anannual interest rate at the market rate as defined in section408.030, RSMo.
