71.870. The legislative body of any city, town, or villagelocated within the boundaries of a first class chartered countywhich has a population of at least five hundred thousand shallnot have the power to extend the limits of such city, town, orvillage by annexation of unincorporated territory adjacent to thecity, town, or village in accordance with the provisions of lawrelating to annexation by such municipalities until the questionof annexation is submitted and is carried by a majority of thetotal votes cast in the city, town, or village and by a separatemajority of the total votes cast in the unincorporated territorysought to be annexed. There shall be separate submissions of thequestion of annexation to the two groups of voters, the same tobe held simultaneously. However, no annexation in a first classcharter county which has a population of at least nine hundredthousand shall become effective sooner than one year after thevote for annexation if the question of annexation is carried by amajority of the votes cast by the two groups of voters.
