Approval of change, governing body to declare a municipalityand designate metes and bounds--first officers designated bygoverning body.

72.414. If the approval of the boundary change creates anew municipality, the governing body of the county shall declaresuch municipality, designating in such order the metes and boundsthereof, and henceforth the inhabitants within such bounds shallbe a body politic and incorporate, by the name and style of "thecity of .............." and the first officers of such city shallbe designated by the order of the governing body of the county,and they shall hold their offices until the next municipalelection and until their successors shall be duly elected andqualified.
